Executive Order 12425
- Analysis Interpol -
A Coup is Underway
Why would INTERPOL be arresting American citizens on our own soil, without oversight from our own law enforcement agencies? And remember, citizens who are thusly arrested would have no legal authority to demand full documentation from the International Police concerning the charges brought against them. At least one answer to these questions is very clear. A coup is underway in the United States of America, the goal of which is to establish complete, unquestioned authority over the citizens–a ‘fundamental change’ to the United States where citizens have no legal recourse against an authoritarian central government.
U.S. placed under international police-state
Anthony G. Martin – Columbia Conservative Examiner
In the dead of night on December 17, 2009, President Barack Hussein Obama placed the United States of America under the authority of the international police organization known as INTERPOL, granting the organization full immunity to operate within the United States. (AP Photo/Peter Dejong).
According to Threatswatch:
Last Thursday, December 17, 2009, The White House released an Executive Order “Amending Executive Order 12425.” It grants INTERPOL (International Criminal Police Organization) a new level of full diplomatic immunity afforded to foreign embassies and select other “International Organizations” as set forth in the United States International Organizations Immunities Act of 1945.
By removing language from President Reagan’s 1983 Executive Order 12425, this international law enforcement body now operates – now operates – on American soil beyond the reach of our own top law enforcement arm, the FBI, and is immune from Freedom Of Information Act (FOIA) requests.
What, exactly does this mean? It means that INTERPOL now has the full authority to conduct investigations and other law enforcement activities on U.S. soil, with full immunity from U.S. laws such as the Freedom of Information Act and with complete independence from oversight from the FBI.
In short, a global law enforcement entity now has full law-enforcement authority in the U.S. without any check on its power afforded by U.S. law and U.S. law enforcement agencies.
A bit of background is in order here, and Hot Air provides it:
During his presidency, Ronald Reagan granted the global police agency Interpol the status of diplomatic personnel in order to engage more constructively on international law enforcement. In Executive Order 12425, Reagan made two exceptions to that status. The first had to do with taxation, but the second was to make sure that Interpol had the same accountability for its actions as American law enforcement — namely, they had to produce records when demanded by courts and could not have immunity for their actions.
Barack Obama unexpectedly revoked those exceptions in a change to EO 12425 last (week)…
Thus, Interpol now can conduct its operations on U.S. soil with ZERO accountability to anyone in this country.
And you beginning to understand now just what the ‘end game’ is on the part of those who are currently running the U.S. Government?
Let’s go a step further in fleshing out exactly what this means in practical terms. It gets ugly…and scary. Again, from ThreatsWatch:
Section 2c of the United States International Organizations Immunities Act is the crucial piece.
Property and assets of international organizations, wherever located and by whomsoever held, shall be immune from search, unless such immunity be expressly waived, and from confiscation. The archives of international organizations shall be inviolable. (Emphasis added.)
Inviolable archives means INTERPOL records are beyond US citizens’ Freedom of Information Act requests and from American legal or investigative discovery (“unless such immunity be expressly waived.”)
Property and assets being immune from search and confiscation means precisely that. Wherever they may be in the United States. This could conceivably include human assets – Americans arrested on our soil by INTERPOL officers.
Why would INTERPOL be arresting American citizens on our own soil, without oversight from our own law enforcement agencies? And remember, citizens who are thusly arrested would have no legal authority to demand full documentation from the International Police concerning the charges brought against them.
Andy McCarthy at National Review asks these crucial, sobering questions of the secretive Obama order:
Why would we elevate an international police force above American law? Why would we immunize an international police force from the limitations that constrain the FBI and other American law-enforcement agencies? Why is it suddenly necessary to have, within the Justice Department, a repository for stashing government files which, therefore, will be beyond the ability of Congress, American law-enforcement, the media, and the American people to scrutinize?
At least one answer to these questions is very clear. A coup is underway in the United States of America, the goal of which is to establish complete, unquestioned authority over the citizens–a ‘fundamental change’ to the United States where citizens have no legal recourse against an authoritarian central government. http://www.examiner.com/x-3704-Columbia-Conservative-Examiner~y2009…

Why Does Interpol Need Immunity from American Law?
- Andy McCarthy
You just can’t make up how brazen this crowd is. One week ago, President Obama quietly signed an executive order that makes an international police force immune from the restraints of American law.
Interpol is the shorthand for the International Criminal Police Organization. It was established in 1923 and operates in about 188 countries. By executive order 12425, issued in 1983, President Reagan recognized Interpol as an international organization and gave it some of the privileges and immunities customarily extended to foreign diplomats. Interpol, however, is also an active law-enforcement agency, so critical privileges and immunities (set forth in Section 2(c) of the International Organizations Immunities Act) were withheld. Specifically, Interpol’s property and assets remained subject to search and seizure, and its archived records remained subject to public scrutiny under provisions like the Freedom of Information Act. Being constrained by the Fourth Amendment, FOIA, and other limitations of the Constitution and federal law that protect the liberty and privacy of Americans is what prevents law-enforcement and its controlling government authority from becoming tyrannical.
On Wednesday, however, for no apparent reason, President Obama issued an executive order removing the Reagan limitations. That is, Interpol’s property and assets are no longer subject to search and confiscation, and its archives are now considered inviolable. This international police force (whose U.S. headquarters is in the Justice Department in Washington) will be unrestrained by the U.S. Constitution and American law while it operates in the United States and affects both Americans and American interests outside the United States.
Interpol works closely with international tribunals (such as the International Criminal Court — which the United States has refused to join because of its sovereignty surrendering provisions, though top Obama officials want us in it). It also works closely with foreign courts and law-enforcement authorities (such as those in Europe that are investigating former Bush administration officials for purported war crimes — i.e., for actions taken in America’s defense).
Why would we elevate an international police force above American law? Why would we immunize an international police force from the limitations that constrain the FBI and other American law-enforcement agencies? Why is it suddenly necessary to have, within the Justice Department, a repository for stashing government files which, therefore, will be beyond the ability of Congress, American law-enforcement, the media, and the American people to scrutinize? http://corner.nationalreview.com/post/?q=MGY3MTI4YTRjZmYwMGU1ZjZhOG…

Page 917: We will need to surrender national sovereignty to an armed international police force
“If this could be accomplished, security might be provided by an armed international organization, a global analogue of a police force. Many people have recognized this as a goal, but the way to reach it remains obscure in a world where factionalism seems, if anything, to be increasing. The first step necessarily involves partial surrender of sovereignty to an international organization.”
This quote is from John Holdren’s book ECOSCIENCE circa 1977. John Holdren is Obama’s “science czar” or top advisor on science and technology. In this book he advocates among other things population control through forced abortion and involuntary contraceptives.

Re-read the last sentence of this quote. By amending EO 12425 Obama has set in motion this diabolical plan. This is not coincidental or accidental. Research John Holdren and “Planetary Regime.” As far back as 1977 these guys were advocating what we are seeing put into motion today. Be afraid and be prepared.

Yeah OK! I’d like to see these clowns try something. There are MILLIONS in this country that will smash INTERPOL workers heads to pieces and send them back where they came from. Eventually the public will have enough of this administration and we will impeach this bumb and his cronies. They better be VERY VERY careful. Beware the silent ones.

U.S. placed under international police-state
The facts are:
INTERPOL exists to facilitate the exchange of information between the world’s law enforcement agencies and to provide analysis of criminal data and other services. Contrary to its portrayal in some movies, Interpol has no police force that conducts investigations and makes arrests. Rather, it serves its 188 member countries by working as a clearinghouse for police departments in different nations to share law enforcement information — like files on wanted criminals and terrorists, stolen cars and passports, and notices that a law enforcement agency has issued an arrest warrant for a fugitive.
There are two entities of Interpol in the United States.
1. In 2004, Interpol opened a liaison office at the United Nations in New York City staffed by five members to assist UN peacekeeping personnel with information concerning terrorism, fugitives, kidnapped children, illegal drug trafficking, and other criminal activities. Interpol personnel do not have arrest authority in the U.S or any where else in the world.
2. The Interpol-U.S. National Central Bureau (USNCB), a component of the U.S. Department of Justice, serves as the United States’ representative to INTERPOL. The USNCB is the central point of contact for all INTERPOL matters in the United States, including secure communications with police authorities in INTERPOL’s 188 member countries and access to INTERPOL’s various databases containing information on wanted persons, terrorists, missing persons, stolen and lost passports and travel documents, stolen vehicles, and other law enforcement information. On a daily basis, the USNCB coordinates and transmits requests for criminal investigative and humanitarian assistance between American federal, state and local law enforcement authorities. All activities by Interpol concerning the United States are through USNCB.

President Obama’s Executive Order EO 12425 put INTERPOL above the United States Constitution, beyond the legal reach of our own top law enforcement.
Why has Obama allowed foreign law enforcement to operate in the U.S. free of Constitutional safeguards that protected Americans, until now? Obama’s Executive Order authorized INTERPOL to act within the United States without being subject to 4th Amendment Search and Seizure.” That appears Key: Obama’s executive order will allow U.S. police to circumvent the Fourth Amendment by working with INTERPOL in criminal and Civil investigations e.g., ;since the Patriot Act passed, several European Countries entered into Asset Forfeiture Sharing Agreements with the U.S. In 2008 Telecoms were granted government immunity after they helped U.S. Government spy on millions of Americans’ electronic communications. U.S. Government never disclosed what happened to NSA’s millions of warrant-less collected emails, faxes and phone call information that belong to U.S. Citizens? Neither Congress nor the courts—determined what NSA electronic surveillance could be used by police or introduced into court by U.S. Government.
Just prior to 9-11 Rep. Henry Hyde’s bill HR 1658 passed, the “Civil Asset Forfeiture Reform Act of 2000” and effectively eliminated the “statue of limitations” for Government Civil Asset Forfeiture. The statute now runs five years from when police allege they “learned” that an asset became subject to forfeiture. With such a weak statute of limitations and the low standard of civil proof needed for government to forfeit property “A preponderance of Evidence”, it is problematic INTERPOL working with U.S. law enforcement and private government contractors will want access to telecom/NSA and other government wiretaps perhaps illegal, to secure evidence to arrest Americans and or civilly forfeit their homes, inheritances and businesses under Title 18USC and other laws.
Thanks to Obama, U.S. Police can now use INTERPOL to circumvent the Fourth Amendment to share in assets seized from Americans.

Ross Wolf vs Rick Smith above articles: are each basically sound in their analysis—–however split almost down the middle much like Americans are split down the middle over Obama.
The answer to why Obama did this lies in —-why a Stealth move in the dead of night, does it match any of his agenda- prior or pro- openly or hidden, what his intentions for this country are proving out to be, are his intentions radical pro-socialist-marxist vs Sovereign Republic, does his private nature point toward any particular political direction, what legislative bills has he endorsed, introduced, or is trying to introduce, what is the American public’s opinion of Obama, what is his attitude and relationship to other countries around the world,—etc.,
