Write out by hand or type out a criminal complaint. Examples are here:

Then take put your letter in an envelope. Address the envelope to your nearest Federal Bureau of Investigation office (mine for instance is in Knoxville, Tennessee).

You can go online to find your closest FBI office. The site may even give you the name of the Special Agent in Charge. Address your complaint to him/her.

Take the complaint to your Post Office. Send it certified mail. Save the certified mail receipt.

Make at least two copies of your complaint and the certified mail receipt. Keep one set of copies for your files.
